STUPID GODDAMNED TRAFFIC! Those are ramp lights. They are to prevent traffic from building up on the freeway. But as you can see, they just shuffle traffic to EVERYWHERE ELSE. Way to keep the freeway clear and make it so nobody can actually get on them, ODOT. Jerk bastards.
